She has domestic and international program expertise in the fields of civil society development, human rights, media, public policy, and education.

Since joining TCC in 2007, Hill has managed a number of long-term capacity-building initiatives, including the Strengthening Organizations to Mobilize Californians program funded by the Irvine, Packard, and Hewlett Foundations, and the Challenge Fund for Journalism, funded by the Ford, McCormick, Knight, and Ethics and Excellence in Journalism Foundations. She directed a number of special initiatives, including a major program funded by the William and Flora Hewlett Foundation to promote strategic philanthropy in Russia. At MacArthur, Hill served as Associate Director of the Moscow office where she helped run the grantmaking program in human rights, independent media, environmental conservation, and security. She also specialized in the development of the nonprofit sector in the region and ran a monthly NGO roundtable for local and international organizations devoted to building a strong third sector in the former Soviet Union.

Hill graduated cum laude from Indiana University with a bachelor's degree in Political Science and Slavic Languages and Literature.
