Leslie Foster joined TCC Group as an evaluation consultant in January 2008. Ms. Foster commands a range of methods for collecting and analyzing quantitative and qualitative data, and has directed or played a lead role in evaluation projects of all sizes. Moreover, Ms. Foster brings professional experience in the corporate, private nonprofit, and government sectors to TCC client engagements. She has presented evaluation findings in peer-reviewed journals and at national research conferences.
Ms. Foster was most recently a senior researcher at Mathematica Policy Research, Inc., where she worked from 1999 through 2007. During that time, Ms. Foster was involved in all aspects of program evaluations to measure outcomes, estimate impacts, describe implementation, and identify best practices for government agencies and private foundations. Her work focused on access to and quality of health services for vulnerable populations, including the low-income elderly, people with chronic illnesses, and children and young adults with disabilities.
As an analyst in the New York City Department of Health, Bureau of Policy and Planning (1998 to 1999), Ms. Foster worked on special projects to help the agency build its capacity to interact with communities and other stakeholders. These projects included redesigning the agency's Bureau of Disease Intervention, facilitating physician involvement in disease surveillance and reporting, and promoting community health assessment. She also helped program bureaus assess and articulate their annual operating needs and monitor program outcomes.
In the nonprofit sector, was a development officer at Doctors Without Borders USA/Médecins Sans Frontières (1995 to 1997). She developed and implemented a plan to attract and cultivate foundation and corporate donors for this international public health and humanitarian relief agency. In the corporate sector, Ms. Foster worked in the marketing and communications department of Skadden, Arps, Slate, Meagher & Flom (1991 to 1995), a leading international law firm. She helped partners keep abreast of and respond to emerging business opportunities, and promoted the firm's major philanthropic initiatives-its pro bono practice for staff attorneys and its fellowship program for public interest lawyers.
Finally, Ms. Foster has long had a personal interest in arts and culture. She studied dramatic literature and theater history in college and was for many years a serious student of ballet.
