She served a Research Scholar for the Ms. Foundation for Women – Healthy Girl/Healthy Women Collaborative, working with twelve community-based organizations across the country to study the impacts of leadership programs on the overall well-being of girls, women, and their communities. She was also a Research Associate for the Girls' Reflection and Evaluation Project for the Global Fund for Women, where she co-conducted a survey study to evaluate the foundation's grant making efforts in the area of girls' development.

Chen received her Bachelor's degree in Psychology from National Taiwan University and her doctorate in Developmental Psychology from the CUNY Graduate Center.
